So maybe their bank is violating the law

If they pay by SEPA transfer (i.e. in euro, each part pays their own fees), then their bank is not allowed to charge them anything else than what the same bank charges for a domestic transfer, and as there is no currency exchange (that would be on your side in Croatia), how can the bank charge a commission? If so, it is their bank that is acting illegally, and they would need to deal with that. It would not be the first time a bank in the EU didn't respect the law.
On the other hand, if you ask to be paid in your own currency, there could be more fees and commissions.
