1. Ask for my rate rather than stating a rate. Alternatively if a rate is stated, it should at least be in line with industry standards. 2. Have a good BB rating 3. Allow a reasonable delivery time
When an email arrives from an outsourcer, those are essentially the 3 first things I will look at. If they are met, then there's a good chance I will reply.
