USA Regulations re: reading level of translations

Hello all!

I was wondering if someone could possibly help me figure out if there are any state or federal regulations regarding how closely the reading levels of the source and target documents should be for health care and health insurance. (i.e. if the translation is a lower or higher reading level than the source)

According to the following guidelines, use plain language for medical or healthcare materials at a reading level of 7th or 8th grade.

"Keep within a range of about a 7th or 8th grade reading level."

Even though most adults read at an eighth-grade level, and 20 percent of the population reads at or below a fifth-grade level, most health care materials are written at a 10th-grade level."

I personally think that 8th grade is the minimum reading or health literacy level for most healthcare materials.
