Are "Qualified Circulation" and "Audited Circulation" synonyms?

If no, please explain the difference.

Explanation:
I don't believe they are the same thing - Qualified circulation are the actual "number of paid subscribers and selected individuals who have requested complimentary subscriptions" which does not include certain publications, whereas the audited circulation is the above number which as been externally audited - verified - by an auditing company. Therefore, a company can provide details of its qualified circulation, but would be well advised to back that up with audited circulation numbers to improve credibility.
I will go and find the other links I read to back this up - one is posted below.

I just realised I gave you your own link up there - sorry ;) I think it does indicate that there is a difference though - without it, all these audit firms would be out of business - advertising firms would be less willing to buy space etc.
