2. In relation to the plot that this contract relates to and the adjacent land (with the right to build an underground car park), the vendor now agrees to fulfil these very same duties in relation to the purchaser.

In other words, the development permit from the town defined certain things that the developer has to build or supply.
The purchaser now does not have to spell them out in words of one syllable, because the vendor is already bound by these duties.

Does that cast light on the matter (to mix metaphors a little)?
