Norwegian term or phrase: innsatsleder
Context: Health and safety guidelines within an organisation. Under "Beredskap": "Industrivernets aktivitet samordnes av Kontrollrom (X), som sammen med innsatsledere vurderer hvilke tiltak som må settes i verk."

"emergency team leader" perhaps? Or does anyone know of a more established term within HSE?

Explanation:
Innsatsledelse would be "task management", (in case of a fire or emergency).

This term is used a lot in HSE contexts in British companies. I would say that they choose this in preference to "emergency" to cover incidents which may not necessarily be emergency situations, so yes, Thomas, I would say there are nuances here.
