neutral  Jean-Louis S.: This might be true for a non woody plant but if you refer to non woody parts of a tree/plant you can certainly not use "herbaceous". The question was "in reference to branches and axes"

  -> You certainly do use 'herbacious' to refer to the herbaceous parts of ligneous plants - what is more, the ligneous parts start out as herbaceous parts. I do see your point about 'branches and axes', though. Maybe more context is needed.
