Norwegian to English translations [PRO]

Norwegian term or phrase: førstekompetanse
Members of an evaluation committee for phd thesis:
"alle medlemmene har doktorgrad eller tilsvarende bedømt førstekompetanse."
This term seems to originate with NOKUT and from what I have found is a subject of much discussion among Norwegian educational institutions as to what it means/should mean.
Has anyone come across it before and found an authoritative translation?

I'll stick with this suggestion and see what others have to say. From what I can see with the help of Google, førstekompetanse usually, but not always, refers to a doctorate. e.g. 'Sist Forskerforum skrev om HiNT, ble også
diskusjonen om hvorvidt en dekan bør ha dok-
torgrad nevnt. Men ifølge direktør Austheim
har dette ikke vært et stort diskusjonstema ved
skolen. I dag har tre av fem dekaner ved HiNT
førstekompetanse, hvorav én er førsteamanuen-
sis. Slik er situasjonen ved de fleste høgskoler i
dag, mener Haakstad.
– Det er nok urimelig å forvente at høgsko-
ledekaner skal ha doktorgrad. De fleste har vel
ikke det. Og det trenger heller ikke nødvendig-
vis være noe problem, sier han. Samtidig påpe-
ker Haakstad at dekaner uten førstekompetanse
mister en av dimensjonene ved det å være fag-
lig leder"

Asker: Actually Diarmuid I think I just found a more authoritative definition on NOKUT's website, assuming that the correct term is "førstestillingskompetanse": "” At least 20% of the academic staff shall have senior lecturer/professorial status(førstestillingskompetanse).” ". See http://www.nokut.no/sw482.asp . If you agree, feel free to enter it and earn yourself a few brownie points!

Asker: That's precisely why I'm being cautious here - the wording used is "..doktorgrad eller tilsvarende bedømt førstekompetanse..", which suggests that they are not one and the same thing. Will see if anyone else has input to offer. Thanks so far.

Dette erførstekompetanse:
basically expertise beyond "lektor", which means a masters degree from a university, or better.
En person med førstekompetanse kan være en førstelektor (dokumentert fagutvikling/publikasjoner i anerkjente tidsskrift/forfatter av lærebøker osv), førsteamanuensis (som oftest med avlagt doktorgrad) eller professor.
