I tend to think this is the insurer's "response" to a demand on a claim.
But we have no way of knowing do we??

Asker: How do you interpret the term in my context, Jeffrey - is it saying that because the house was rented out to people who worked for an oil company (and therefore were away/offshore for long periods?), that the policyholder had no way of preventing the damage caused by the open window?
