Norwegian term or phrase: vi mener skal til for å kunne
Hi, I'm having a problem with this phrase - is it 'as they fill the needs we think they should deliver'? It appears in the following context.

Under ser du listen med rekrutteringsbyråer du kan benytte og til hvilke stillinger. Byråene under har vi avtale med, samtidig som de oppfyller de krav vi mener skal til for å kunne levere til oss.

Thanks for any advice!

English translation:we believe must be met in order to
Explanation:
I would use "meet" in the target term in order to be able to use "requirements" before that in the translation. If you don't, then you end up with "requirements" and "required" in the same sentence.
