This is an awkward way of saying forblending av tegl. Forblending is an outer wall in a different material than the actual wall. Teglstein is brick, although dictionary also says tile (I have never heard the word being used for tile in Norwegian, despite having family members in the construction business).

ISO usually refers to standards that the company complies with, I can only presume that ISO -1/2 steins teglforbruk means that the outer wall will be build according to ISO standard, that require the wall to be the thickness of half a brick, so the brick will be split down the middle and each half can be used, thus reducing the need for brick by 50%.
