The only thing that makes sense from all the examples I've seen, such as this from Forskrift om fiske- og fangstfartøy under 15 meter største lengde:

"(1) Alle utvendige åpninger skal kunne lukkes værtett for å forhindre at vann trenger inn i fartøyet. Luker og dører skal ha pakninger og terser."

The only thing that makes sense from all the examples I've seen, such as this from Forskrift om fiske- og fangstfartøy under 15 meter største lengde:

"(1) Alle utvendige åpninger skal kunne lukkes værtett for å forhindre at vann trenger inn i fartøyet. Luker og dører skal ha pakninger og terser."
