Explanation:
Just another suggestion, included mostly because it's in my dictionary. Generally, I agree with Anna's comments: from the context, it looks like it's not terribly important to get the correct legal term. What the text tries to say is that there's a link between drug abuse and crime; surely such criminals are more likely to be involved in "straightforward" theft than any more advanced level of financial crime.

agree  Christine Andersen: they are in fact desperate to find any way of getting money for drugs, so they steal and sell whatever they can get their hands on. The term includes fencing and buying stolen goods as well.
