He (Pbuh) would not have decreed it


Explanation:
I am a little iffy on the "decree" part as he (pbuh) does not decree matters but rather conveys them on behalf of Allah swt. However the word "امر" here can very well be translated into decree in any other circumstance. Therefore it's up to you to chose what may fit best. HTH.
