I think it's more along the lines of:
"Hladno ti je, Sunce evo
Toplo ti je, kisa evo"

Which would mean, with a bit of poetic freedom:
"If you are cold, I will give you sunshine
If you are hot, I will give you rain"

It's a love song kind of thing, it has the "I'll give you anything you need" ring to it..
