Treba uzeti u obzir da izraz "college" ima različito značenje u različitim obrazovnim sistemima, a ovde se radi o nekadašnjim višim školama u dvogodišnjem trajanju posle srednje škole koje su davale diplomu inženjera u određenoj oblasti (za razliku od diplomiranog inženjera, koji je to zvanje dobijao posle završenog fakulteta u trajanju od 4-5 godina). Mislim da izraz "higer school" koji neke kolege koriste za višu školu nije dovoljno jasan.

It is very hard to answer if we do not know what level of education you are talking about.

IF it is univesity or graduate level, you can say Institute of Textile Technology, common in the USA.

If it is a high-school type of school or some vocational school, you can say (Vocational) School of Textile Technology. Since I PRESUME this level, I offered my answer as School...
