Това право е налице, когато стоките и услугите се използват за доставки с място на изпълнение извън територията на страната, които биха дали право на приспадане съгласно Глава седма – “Данъчен кредит” от ЗДДС, ако мястото на изпълнение беше на територията на страната.

Please help me understand, why do they first say that the right exists for "доставки с място на изпълнение извън територията на страната", but then they add "ако мястото на изпълнение беше на територията на страната".

Explanation:
regarding the other topic - the place for the execution is outsife the country......then/ as if it were on the territory of the country
1. maybe they mean outside / in the EC so for exported goods there would be no texes, no 20 % VAT. ....and then as if it were inside / on the territory....may mean in BG may mean less taxes if you are not EOOD company where VAt 20 % is obligatory....

Explanation:
From a linguistic point of view, I don't think that "delivery/deliveries" collocates with "execute" and/or "perform", so I'd rather use another expression: "... where goods and services are delivered to venues located outside the (domestic territory of) country".

With regard to your second question, the text does sound somewhat vague to me too, so I wouldn't be of much help here. :)
