Catalan term or phrase: empleats / obrers

This is talking about employment in Mexico (specifically women in Ciudad Juarez and other areas with high rates of femicide). Does anyone knwo what the difference is between the two? TIA :)

Explanation:
I think this is probably the standard distinction between salaried staff and wage earners.

Or perhaps they mean of all employees 76% (both unskilled workers 76% and more skilled machine operators 73%). It is not crystal clear in the original.
