此处的意思无非是说垃圾贴,没什么用处和意义,英文中用spam或spam post等来表达这意义的较多。也可用spamming, spam posting,make 'spam' post等。如果“灌水”的目的仅仅是为了“置顶”,也可用"bump",是其它意思的时候还有另外的英文词也较接近。但通常情况下,“灌水”都是"spam"、"spamming"等。

在汉语里,因为“灌水”本来就是新创造的俚语性用法,多数以汉语为母语的人即使在论坛上见了也并不见得明白它是什么意思,没上过网的人就更甭提了。而英文中“spam”的出现与此类似。如果要更为“文”一点儿的英文说法,在上面提供的第一个链接中,“make 'spam' post”一语所在段落的标题即是,只是个人感觉,太过正式,难传“灌水”之神,故未单独提出。

agree  Michael Lickorish: Spam is a colloquial word for 灌水, but if the text is taken from site admin or regulations, it is more likely to say something more formal as Prof Projex has suggested.

but in western BBS websites, ppl would say "You must stay on topic when posting a new thread, or posting to a pre-existing thread." or "dont post on issues irrelevant to the topic" or "dont post irrelevant messages" etc etc

In a list of rules or on forums or boards where the general population (i.e. NOT computer oriented subjects or avid-computer-user related) then it would be said in above terms. Spam is also accurate though, but In My Humble Opinion is more or less computer slang used by the tech savy types, really it depends on how official you want to be, or who your audience is.
