Asker: You know I was so certain that 局 had to do with the government that I only tried two dictionaries instead of the four or five sites that I normally use. I thought it would mean "outside of the bureau" or "outside of the district". So you mean it's the same as saying 外地人 except the focus is a little more abstract?
