Chinese term or phrase: check for understanding

世界不断发展，而中国亦需要发展。到底中国和中国人如何才可在当今千变万化的世界里互借东风，进退有度，向前发展呢？
1. The '互借东风，进退有度，向前发展' is between '中国和中国人' and '千变万化的世界'
2. The 互借东风，进退有度，向前发展 is between '中国' and '中国人' living in this '千变万化的世界'
To me, the short passage seems to mean no. 2 but it makes more sense if I interpret it in way no. 1. Am I correct ? Thanks.

Explanation:
Hi, Wilman: from the previous part "世界不断发展，而中国亦需要发展", I'm pretty much sure "China and Chinese" is one side, and "the world" is the other side. So the relationship is between these two, rather than between "China" and "Chinese".

And the second part of the sentence is somewhat vague and problematic in terms of grammar - something is missing or omitted.

I believe it means: China (and its people) can learn from the ever-changing world, and vice versa. Therefore, exchanges for information, knowledge, and so on are made between China (and its people) and the world.

first take out the phrase "hu jie dong feng"

Explanation:
This is bad writing. If you take out "hu jie dong feng" the whole sentence is easy and clear. If you have to fit these four characters in, then add something like "the Chinese ... take advantage of the strengths of each other ..." "Take advantage of the East wind (jie dong feng)," coming from a famous historical story, actually means "taking advantage of a supernatural trend to accomplish great tasks." "Hu" is not in the story nor part of the cliche phrase "jie dong feng." It is invented by the phrase-maker and it means "mutual" and, in an extended sense, "cooperation."
