原则指导性文件 still trying to think of a term for this- base/foundation reference document? (in the same legal sense as the constitution is the base/founding document of a country or company, or an employment contract is the base document of an employer/employee relationship). 'base' is just a word I am using at present that would be 基本原则 wouldn't it.
