agree  Sharon Toh, MITI MCIL: Not sure if it is called documentary stamp tax elsewhere, but AFAIK, 印花税 is known as stamp duty. 贴花 is to 贴印花税票 (affix stamp duty). 贴花完税 is to affix stamp duty; you have to pay the duty before you get the stamp. That said, your answer is generally correct
