It would seem more likely to be "engineering" based on the usual use of the term, but the sentence makes it sound more like "construction" or even "project". I have left “之进行” untranslated as "related parties to the..." also implies that these parties are involved in the completion/progression of the “工程”, and because I think that translating "之进行" would make the sentence too literal. |
