In the absence of any "被" or grammatical equivalent, 扣款 is in the active voice, so I would have said that 实际扣款人 refered to the person debiting a sum of money... However, I found this: http://www.doc88.com/p-038717478205.html ... And it does seem you were right to hesitate!
