'Cross examination' might not be the perfect translation but from a translator's point of view, I would not risk myself of inventing/using another term that I think best but ignore the official version that is available / being used by the authorities. It's really up to the Asker Raffaela.

If her client challenges her why she gave up the official translation which is available for public access but opt for your own version, you really have to have a lot of things up your sleeves to explain.

It might not worth the risk.

Previous (bad) translations from Chinese are not a good source of evidence for how we should translate.
"Cross-examination" is a process during a hearing, when a witness is giving evidence (see, for example, this set of US arbitration rules: https://www.adr.org/aaa/ShowProperty?nodeId=/UCM/ADRSTG_0041... In this case there is no witness ("申请人的答辩") and this is a documentary procedure, not a live hearing.
The standard term here is just "respond". 质证 is a particular type of response, so it can be narrowed by qualifying: "respond to the submission/respond to the evidence".

此书的英文名字也包含 Cross examination。其全名为 'On Cross Examination and Confrontation'.

于 2013 年 11月出版，共 260 多页，也证明了国内法律学术界对于 ‘质证’ 两字的重视，也相对显出了相关问题的存在。

《中华人民共和国商标评审规则》：

第二十条 当事人需要在提出评审申请或者答辩后补充有关证据材料的，应当在申请书或者答辩书中声明，并自提交申请书或者答辩书之日起3个月内一次性提交与申请书或答辩书相同份数的证据材料；未在申请书或答辩书中声明或者期满未提交的，视为放弃补充有关证据材料。但是，期满后基于新的事实形成的证据或者确有其他正当理由的除外。

对当事人在法定期限内提供的证据材料，有对方当事人的，商标评审委员会应当将该证据材料发送给对方当事人，限其在指定期限内进行质证。

Where there is an opposite party involved, the Trademark Review and Adjudication Board shall communcate the proofs submitted by an interested party within the statutory time limit to the opposite party, and request him/it for cross-examination within a specified period of time.

从字面意思以及有关的解释来看，质证包含质疑和证实两个方面。不过，在具体的语境中，可能偏向于质疑或证实一方面的含义。也就是说，对方对当事人的证据表示质疑，当事人进行辩护、证实，这样双方的活动一起构成了质证。所以，在翻译时还要结合具体语境。
