In IRB approval forms in other countries when people vote to approve or disapprove a clinical trial, the voting results are given as approved, disapproved, and abstained. However, I notice that in China and Taiwan, the results are given as 同意 (approved), 不同意 (disapproved), 回避 and 弃权. I understand that 回避 is the refusal of the IRB member to vote due to conflict of interests because they are the PI, co-PI of the clinical trial while 弃权 is the IRB member giving up their right to vote. So how to translate these two terms as technically, they are both "abstained". Avoid for 回避 sounds weird. Thanks

Not sure your understanding of 回避 to mean abstention is correct because if there is a conflict of interest in a trial, the party involved will have to withdraw from the hearing. This act is called ”withdrawal from discussion or trial“ or 避席.

例句:According to the existing system of declaration of interests by Executive Council (ExCo) Members, where an ExCo Member has an interest in any item to be examined by ExCo, the Member is required to make such a declaration before the discussion by ExCo on the item. Based on the interest declared, the Chief Executive will decide whether the Member concerned may participate in or withdraw from the discussion of that item.

按现时行政会议(行会)成员申报利益的制度,如行会所审议的事项涉及行会成员本人的利益,则该成员须在行会讨论有关项目前作出申报。行政长官会根据所申报的利益,决定有关成员可参与讨论有关事项或必须避席。

Of course, when it comes to the actual voting, since the parties that have conflict of interest stay away from the conference room, they will have no chance to caste their votes. For minuting/recording purpose, they did not cast the votes at all due to withdrawal from the hearing.

It however depends on whether they are allowed to return to the conference room. If allowed, when the voting is to take place in their presence, they ought to “abstain” due to conflict of interest.
