1,200 holes had been drilled previously, and 300 new holes were drilled

Explanation:
If the context is "Mining & Minerals", then "新施工" would mean "in new construction" and "件" would mean "instances", but if the context is "Gems", then "新施工" would mean "in new work" and "件" would mean either "instances", "components", or "pieces". In the latter case, the phrase might mean "holes had been drilled in 1,200 gems previously, and new holes were drilled in 300 gems".

Suzanne, because the selection that you provide is too short to be fully clear, I only indicated my level of confidence as "medium". Also, from that selection it is not clear who or what the subject is, i.e., whether it is "we drilled holes", "they drilled holes", or "holes were drilled". In addition, grammatically "钻孔" could be either a noun ("drilled holes") or a verb ("[subject] drilled holes").

In theory "钻孔" in this context should not be a noun; if it were a noun it should be "以往的钻孔...新施工的钻孔" or "被钻的孔", but some writers do not seem to bother with such niceties.

In the past drilled 1200 pieces, new construction drilled 300 pieces

Explanation:
In this sentence ‘件’ means a piece of work (work piece)
'件' in Chinese dictionary classifier for matters in general
if you don't know the context what about is, you can use 'piece' as a measure word

1200 holes were drilled, a new phase would add another 300 holes

Explanation:
新施工: a new phase (of work).

You don't have to translate 以往 (in the past) since the English verb already indicates past tense, unless you want to emphasize.

I assume these are holes drilled into the earth to find gems, but I am not sure why the classifier 件, not 个, was used.
