Jarv's suggested phrasing is correct. The source text does not convey that The Histories was formed in the wake of the Christian Ecumenical movement or the Universal History of religion. JH Wang has also confirmed in his answer that the first phrase (The Histories was born under the political background of the Roman Empire) and the subsequent phrases are not to be joined together as one sentence.

The cause was that the point of view of a universal history came to rise because of the background of the unified Roman Empire dominating pretty much of the whole world, so the result was that after Christian Ecumenical Movement took place, people like Eusebius followed the suit and composed the universal history of Christianity.
However, your sentences are stating that Polybius's "The Histories" followed the example of Christian Ecumenical view of history.

I think the original text is a typical Chinese "run-one" sentence. I agree to Sharon that "历史》诞生于罗马帝国的政治背景之下" is a complete sentence.
However, in the next "sentence," 普遍史 is the subject and 开始出现 is the verb, while 基于宗教 should be an adjective phrase which modifies the subject. ( To rephrase it: 基于宗教的普遍史随着基督教普世宗教的形成而开始出现) Then, the third sentence talks about the representative works.
Following the rise of Christian Ecumenicalism, the universal history based on religion began to appear.
Of course, you can integrate the last two sentences like:
Following the rise of Christian Ecumenicalism, the universal history based/focused on religion, typified/represented by. ..., began to appear.
