Chinese term or phrase: 9 点多快10 点的样子
Is this saying sometime between 9 and 10? Or, is it saying that the time between 9 and 10 passed quickly? Or something else?

Any help would be great! Thanks!

Nine going about ten

Explanation:
Mark Chen has the gist of the translation, but he is far more liberal when it comes to a literal target term translation. Literally, given the casualness of the source text, it should be "nine going about ten" or "nine 'bout ten" as Northerners say it 'round where I'm from.

Additionally it can also be "nine going on ten" depending on your local preferences.
