It seems to be advice. I guess it means you must deal with someone in authority with decisionmaking power, not just a clerk or underling. That's the only way to 'get things done' regarding shipping arrangements, excessive charges etc.

It's the only way you can 'hook-in' to the system and have some clout, make people listen, sort things out.

国际货运代理 (= the international freight forwarder) acts as the link between the client and the shipping company ...(this does not follow directly from the reference above, but is my personal experience working for an international freight forwarder and customs agent some years ago). The forwarder acts as agent for the client (I think) in the shipping of the client's freight. To be effective, the forwarder needs to be able to deal with people at the appropriate level in the shipping company and in customs...Forwarders work with a partner forwarder in the other country to handle the business. For bigger international forwarders they will work with the branch or office of their company in the other country. This sounds like instructions from one forwarder to their overseas partner?
