  -> Thank you!

agree  chica nueva: my guess: best, cheapest rates, fire-sale, cut-rate etc, a marketing strategy/slogan (eg for a freight-forwarder, rates so low that you would have to be 'mad' to offer them)

  -> Thank you, Lai An! But maybe you donno, according to Beth's information, it's more of cheat than collect goods at cheapest rates:-)

agree  Sze Kwan Chan (X): only thing... would 货 be better as: merchandise?

  -> Merchandises, surely good! Thank you, Sze!

Explanation:
I would translate the whole sentence as : "These account numbers are the channels they use for the purchasing/collection binge."

Reference: freight-forwarders' palance, like 'The Mad Butcher' -> best, cheapest rates, fire-sale, cut-rate etc

Reference information:
my guess from the context:

madly accepting (shipping) orders -> the mad/crazy freight-forwarder

Like 'The Mad Butcher' (a bulk meat outlet), this means that if you have a big volume of cargo, you can offer bulk and therefore cheapest (freight) rates to clients that is, 'crazily' low rates, so low that you would have to be 'mad' as a businessperson to offer them)

货 = 货物 goods
