airfreight and inland transit quotation Explanation: 進口轉關 = inland transit / national transit 基本情况 转关分进口转关和出口转关： 货物由进境地入境后，向海关申请运往另一个设关地点（指运地）、办理进口海关手续，叫进口转关； 在境内一设关地点（启运地）办理出口海关手续，后运往出境地、由出境地海关监管放行，叫出口转关。 举例说明货物在兰州，直接在兰州报关，因为兰州不是关境，必须经关境才能完成出关手续，所以该批货物就作为海关监管货物运到指定的关境出关（比如天津），货物到天津后，经天津海关验证运输工具、关封和兰州海关提供的转关资料，核实无误后放行，这就是出口转关。 反过来，货物从天津上岸，经买方申请要求转到兰州报关，经海关批准同意，作为转关货物运到兰州，等货物到达兰州后在兰州海关报关。这就是进口转关。 Inland (National) Transit means: (a) the segment of the transport operation between the inland clearance point and the international border crossing point where the cargo exits the territory of a Contracting Party; or (b) the segment of the transport operation between the international border crossing point where the cargo enters the territory of a Contracting Party and the inland clearance point - Transit and Inland Customs Clearance Regime to the GMS Cross-border Transport Agreement (see reference link below) Note that the emboldened text of both Chinese and English definitions carry similar meanings.
