The term comes from a notification whose full title is 《关于取消规划验线审批事项调整规划放线流程有关问题的通知》 and the full sentence is

天津博维永诚科技有限公司在对瑞海公司危险货物堆场改造项目放线测量、墨线复核、竣工测量过程中，违反《天津市城乡规划条例》第 45 条和第 56 条第 2 款、《天津市建设工程规划许可证后管理规定》（规法字〔2011〕302 号）第 13 条、《天津市建筑工程规划测量成果编制标准》（规监字〔2012〕423 号）第 2.3.2 条和第 2.3.3 条、《关于取消规划验线审批事项调整规划放线流程有关问题的通知》（规业字〔2010〕109 号）的相关规定，在瑞海公司未取得堆场改造规划许可的情况下进行放线测量；在墨线复核中弄虚作假，未去现场实测，竣工验收后采用倒推数据的方式补作墨线复核实测报告。

I can tell this involves construction and planning but I don't really understand how it all fits together in the title of the notification.
