Ne bih rekla da je to "public liability".
Naime, škole "s pravom javnosti" su privatne škole, tj. one kojima osnivač nije Ministarstvo znanosti, obrazovanja i športa. A da bi škola mogla raditi, njezin program mora biti usklađen s propisanim programima Ministarstva. Znači, privatnim školama, Ministarstvo mora odobriti program. Pogledajte site Ministarstva koji sam gore navela. Na njemu su navedene sve državne i one druge visokoškolske ustanove kojima onda u nazivu stoji "s pravom javnosti" što znači da su "accredited" od strane Minstarstva.

Should the facility meet the accrediting agency's standards, the facility receives accredited status from the accrediting agency.
