Mayor Explanation: In the US, mayors head even the smallest communities, e.g. Delaware Water Gap, PA, is a borough (population about 700); Hiram, OH is a village (population about 1400); Lost Springs, WY is a town (population 4). Criteria for being categorized as town, borough or village etc. vary, but they all have a mayor. Beyond this, I'm not sure.
