Marketing authorization for a medicinal product.

In the explanation, after they say that the applicant had submitted the request to the Agency for medicinal products and medical devices, it says:

" Zahtjev je osnovan."

Literally, it means the request is justified, as far as I understand it. But we need to be precise here. Does it also mean 'the request has been granted'?
