neutral  bonafide1313: "valjalo je odlučiti" means that the decision had already been made RPLY: would you say that "the decision should be made" implies that the decision has already been made? i'm not sure, i was only neutral :)

  -> I do understand that. May I ask what is your suggested translation then? I assumed the document was not simply a random piece of communication but a formal document (regulation or such), hence the executive tone of ''should be''.
