I think "negative assessment by the..." would work quite well. Personally I feel that "security services" is over-egging the omelette a bit. I don't know exactly what agencies are involved in the decision-making process in the CR, but "security services" (in the UK at least) implies counter-terrorism: "The Security Service, commonly known as MI5 (Military Intelligence, Section 5),[2] is the United Kingdom's internal counter-intelligence and security agency and is part of its core intelligence machinery". Činím následující závěry (pokud vás to zajímá): - použiju „negative outcome of the assessment by law enforcement authorities and security services may not be subject to judicial review” podle znění zákona (ještě mě napadlo “deny a clearance” nebo „refuse vetting“)
A naučil jsem se spoustu věcí, např že: - bezpečnostní sbory/složky (obvykle nezahrnuje armádu) = law enforcement authorities - ozbrojené síly/složky (obvykle jen vojáci) = armed forces
Problém pramení zřejmě z toho, že kontrainuitivně se v CS termín bezpečnost přesunul k policie (z původního veřejná bezpečnost), zatímco v EN ke zpravodajské služby.

nikdo se o tomto nepře, ale zde nebylo nic specificky dáno, a co jsou bezpečnostní složky víme. Ale bohužel tohle asi nikam nepovede. Hlavní ale je, že už tazatel dostal uspokojující odpověď
To nie ie úplne presné. Čulík nehovorí o policii ale o Generální inspekci bezpečnostných sboru, ktorá v minulom roku nahradila Inspekci Policie České republiky. Ale to je vedľajšie.
Ja viem, že už sa opakujem, ale pokiaľ má nejaký výraz v cieľových reáliach svoj presne zadefinovaný význam a ten sa značne/zásadne líši od významu pôvodného výrazu v reáliach zdrojového jazyka, tak čitateľa jednoducho zmätieme. Jednoducho povedané, Angličan alebo Američan si pod security forces bez ďalšieho kontextu predstaví armádu alebo inú výlučne silovú zložku. Úprimne povedané, vôbec nechápem, prečo, keď vieme, ze k udelovaniu obcianstva sa v CR vyjadruje policia a tajna sluzba, nenapiseme (po anglicky), ze ze k udelovaniu obcianstva sa v CR vyjadruje policia a tajna sluzba. Preco sa silou mocou snazime najst zastresujuci vyraz, ked ten v anglosaskych realiach jednoducho neexistuje (nie s tym vyznamom ako v CR). Predsa ked taxativne vymenujeme, kto tu ziadost zamietol, prenesieme presne informaciu, ktora je v originali. Skutocnost, ze dane zlozky sa v CR zaraduju do nejakej kategorie, ku ktorej nie je v cielovej krajine ekvivalent, predsa nie je v danom kontexte relevantna.

(6.) Posouzení z hlediska bezpečnost státu.
Dle ust. § 10 odst. 3 ZOS, je dále ministerstvo „povinno posoudit žádost o udělení státního občanství i z hlediska bezpečnosti státu; může si při tom vyžádat stanoviska Policie České republiky a zpravodajských služeb České republiky; pokud je obsahem těchto stanovisek informace podléhající utajení podle zvláštního zákona, nestává se součástí spisu.“ Jakkoli je povinnost posouzení žádosti z hlediska bezpečnosti státu uvedena v jiném ustanovení než ostatní výše uvedené podmínky, je možné „bezpečnost pro stát“ považovat za další – šestou – podmínku pro udělení státního občanství, neboť při zjištění, že žadatel představuje pro bezpečnost státu jakékoli riziko, ministerstvo vnitra občanství neudělí.

Kupodivu vlastní návrh zákona (já překládám jen článek o něm) říká, že "K žádosti [...] si ministerstvo vyžádá stanoviska Policie České republiky a zpravodajských služeb České republiky". - No, toto je presne pripad, kedy treba poziadat klienta o stanovisko a informovat ho, co sa prekladatel chysta urobit a preco. Ale to je cisto moj pristup, rad aktivne zsahujem do prekladu, ked to pokladam za nutne, a zistil som, ze zapadni klienti ten aktivny pristup radi vidia (za predpokladu ze ich o tom informujete. Raz som to zabudol klientovi napisat a proofreader mi na to prisiel. Sice som si zasah obhajil, ale klient na mna vrcal este dalsie dve zakazky). Na ceske agentury, hlavne tie v kategorii postar, by som to radsej neskusal.
ok, bezpečnostní složky v ČR mimo vojska je policie, intelligence service, customs, vězení, etc. Podle zdrojů je to u imigrace hlavně ta policie a intelligence service.

díky, to jsem měla. Ty zpravodajské služby tedy jsou asi intelligence service.... šlo mi skutečně hlavně o to, aby se slovo bezpečnost odrazilo v překladu, neboť v ČR IMHO to pod tu vnitřní bezpečnost spadá
Alien police - sounds like a joke, but actually aliens is not a US-only term, it is often used in international treaties etc.
Bezpečnostní složky je vůbec dobrý termín, tady (http://www.abscr.cz/en/) ho překládají jako Security Services, i když v angličtině by tomu asi moc nerozuměli. Zdá se, že v ČR se mezi ně počítá: Policie, Vězeňská služba, Hasiči a Celní správa! Nesourodá skupina! (zdroj http://www.ubs-mv.eu/chci-vstoupit)

Pokial ide o realie zdrojovej vs cielovej zeme, am som pred nedavnom prekladal anglicku verziu zmluvy tykajucej sa madarskych subjektov v Madarsku a "company is registered by the Company Court" som natvrdo previedol ako "spoločnosť je registrovaná Obchodným súdom", aj keď na slovensku sa uplatňuje odlišná registračná procedúra. V tomto zase nijako ortodoxný nie som, niekedy proste nie je iné riešenie.

co jsem myslela tím ohledem na zdrojový jazyk jsou reálie dané země například ČR má cizineckou policii, na kterou jsem už jednou dala odkaz - do světa to jde přes M vnitra jako Allied Police etc.
tak už se tolik nezlobte. S tím zdrojovým a cílovám jazykem jsem to myslela tak, že se nejdříve snažím porozumět zdrojovému významu, každý přeci ví ta úskalí která popisujete.
Co se týče té katastrofy kterou by moje zdejší odpověď vyvolala = myslím že to není tak tragické. Policie ČR je běžně popisovaná jako security force.
Nuz, ja neviem, preco by mal mat preklad ceskeho zdroja do anglictiny nejaku zasadnu referencnu alebo dokonca dokaznu hodnotu. Robia to taki isti prekladatelia ako sme my.
To, že sa držíte zdrojového jazyka, je samozrejme vaša oprávnená voľba (aj keď osobne skôr volím opačný prístup), ale to predsa neznamená, že zdrojový text treba preložiť slovo od slova. Prebehlo tu mnoho diskusií, kde sme sa zamýšlali nad významami českých, slovenských alebo anglických fráz a k tým sme sa pokúšali nájsť čo najbližšie ekvivalenty v cieľovom jazyku. Samozrejme, vždy existujú výnimky, niekde univerzálne presný preklad neexistuje (napríklad Ministerstvo vnútra, Ministerstvo financii, State Secretary of the State of California), ale viem si celkom dobre predstaviť scénare, keď doslovný preklad môže viesť ku katastrofálnemu zmäteniu pojmov.
With all due respect, security forces su armádne alebo silove zložky, s tým nič nenarobíte. Pri spätnom preklade to jednoducho neobstojí.

Vladimír, this is a matter of personal opinion. I have encountered translators who are convinced that their master guide is the target language, as if we were saying that we have full knowledge of Anglo-Saxon conditions and want to adapt our translation to them. My master guide is always the source language, which probably makes me weird.

Česká republika má specifické imigrační podmínky, jak víte, jedna z nich je cizinecká policie; mám dojem že hraniční policiie, lesní policie, atd. Ten zákon v originále neříká složka, ale sbor, pokud chcete přesnost. V imigraci také existuje organizační a admistrativní složka.
A long time ago I ended to trust in Slovak (or Czech) translations published on the Internet. They can be good, but I have already seen total scrap. Recent scandal with poorly translated Slovak Governmental Programme Declaration (what one can await from an agency that pays to their translators amounts as low as € 5.30 per standard page) confirms the feeling.
Moreover, I have some doubts if we can use the quoted act as a reference at all. In my opinion, meaning of "security forces" in English-speaking country (USA or UK) will be decisive for English reader. Based on that, "security forces" IMO rather refer to an army or the National Guard, but not the Police. So, why not to be specific and say police forces? It is clear and accurate, provided that the term "bezpečnostné zložky" only refers to the Police, and it can be easily expanded, if the term covers also other authorities.

I was under the impression that the Police is being referred to as a 'security force', rather than an armed force, even though it is generally armed, etc. The Czech Act 283/1991 on the Police says :there shall be an armed security force of the Czech Republic under the name of the Police of the Czech Republic.
Chápem, že law enforcement authorities je trochu príliš široký význam, ale security forces je vyslovene vojenský termín, aspoň pokiaľ ide o oficiálne inštitúcie, na políciu mi to vôbec nesedí. Ja by som postupoval tak (a to je aj rada pre Askera), ze by som si zistil, ktore štátne orgány sa vyjadrujú k žiadosti o udelenie občianstva a súčasne patria medzi "bezpečnostné zložky", a potom to taxatívne uviedol. Povedzme police forces and immigration authorities (pokiaľ tam nepatrí aj tá tajná služba).
