IMO this is about fundamental influence rather than brute force itself, which is why finance belongs there.
If you prefer a more "power-in-reserve" diplomatic sounding option, then "redoubtable ministries" would work in a British context.
Conversely, you can ramp up the forcefulness with "prominent" or "commanding" ...
Or to express that these ministries are the foundations of power,
"mainstay ministries" has a nice alliteration to it.

Pojem „silový rezort“ k nám prišiel z Ruska. „V dobových prameňoch za prvej republiky sa hovorí o kľúčových alebo významných rezortoch,“ hovorí historik Ľubomír Lipták. O „silovom rezorte“ počul prvýkrát pred desiatimi rokmi. „A to keď v Rusku vypukla demokracia. Prenieslo sa to aj k nám.“ Podľa Liptáka je silovým rezortom číslo jedna vnútro. Nasledujú obrana a financie.

neutral  Anton Konashenok: Sorry, this is totally wrong. The term is indeed used in Russia, but these are not just key ministries, but specifically the ones authorised to use force: military, police, customs, border force, intelligence and counterintelligence, prison service, etc.

The three terms have slightly different meanings, and none of them is an exact universal equivalent of "silové rezorty", but one of them may work in your context. There is also a more colloquial expression, simply "the forces", which may work e.g. in a newspaper article.
