"The closest English terms are alderman, member of the municipal executive, councillor and magistrate, depending on the context. The word schepen is not used in English, so this article refers only to the office in Dutch-speaking countries. This Dutch term is related to the terms used in other European languages, including échevin in French (in Belgium and Luxembourg), Schöffe in German, šepmistr in Czech, and scabino in Italian."

I don't think you're going to find anything much closer. Šepmistr wouldn't have been a universal term throughout Bohemia and Moravia. Consider: "Správa obce, jak dosvědčují nejstarší písemnosti, byla svěřena rychtáři a osmi konšelům, aneb starším, kteří se střídali v purkmistrovském úřadě. Nejpřednější mezi konšely (starší, někdy též první purkmistr), který první nastupoval v purkmistrovský úřad, byl nazýván primátorem."
