Navrhovatel postrádá svůj ad hoc souhlas, udělený účastníkovi k jmenování jednoho rozhodce, avšak žádný takový souhlas není potřebný.

I'm not sure how "postrádá" should be understood here.

Lacks? Does without? That doesn't seem to make much sense here.
