English translation:person (being) checked
Explanation:
The key phrases here are kontrolní skupina and kontrola na místě.
With kontrola na místě, you haven’t got much choice. In the vast majority of cases, it’s on-the-spot check (Europseak). “Kontrolovaná osoba” is then logically the rather clumsy “person (being) checked”.

Other options:
Kontrolní skupina, however, is not Eurospeak and, depending on the specific situation, you will have to decide whether this is an “audit team” (in which case “kontrolovaná osoba” would likely be “auditee”) or an “inspection team”, in which case perhaps “person inspected”

You could use “entity” instead “person”, but this then gets murky – when all is said and done, we’re dealing with national legislation here, and “osoba” carries a consistent meaning across various Czech laws, as does “subjekt”.

Clarification on “audit”: if the inspection body is the Nejvyšší Kontrolní Úřad (Supreme Audit Office), then kontrola will be audit and kontrolní skupina audit team.
