Judging by one or two links I found, this means a paste without active ingredients. Is there a term for it in English?

Asker: Thank you, but the word 'unguent' is too general for the purposes of this text - and it's usually taken to be a synonym of 'ointment', and I used 'ointment' as a translation of the word 'mast'.

or perhaps emollient, although technically, there are other equivalencies to both in Czech. What did you decide upon? I was thinking 'inactive' or 'inert' but as well, I might have imagined those options to have been expressed in Czech in your text.
