Dear colleagues,

once again I am asking for your opinion. The expression is taken from an academic article about sociology of religion under the Communist rule. The author concentrates on the situation in Czech Lands (as opposed to Czechoslovakia), thus excluding Slovakia. At one point he explains his decision to do so by the following:
"Vzhledem k jinému nastavení situace na Slovensku budu v celém článku hovořit o „české“ komunistické diktatuře, i když samozřejmě fungovala v rámci celého Československa."

Now, although I am a Czech native speaker I find the expression "nastavení situace" completely puzzling. I have tried to search the internet and found that it is quite commonly used in the academic milieu however, I truly do not understand it. I would therefore like to ask your opinion on the matter and welcome any suggestions on how this could be translated.
