(political) parties behind the traffic plan/ parties who supported the agreement Explanation: This may very possibly mean the political parties behind the traffic plan (= den trafikopolitiske aftale). The supporters of the traffic plan, for instance the government and the parties who were in favour. http://www.information.dk/131397 Gårsdagens trafikforlig mellem regeringen, de radikale og Dansk Folkeparti giver omkring ni mia. kr. ekstra til tog- og vejnettet i Danmark. This is a special Danish usage of the term 'forligspartier', which does basically mean 'the parties to the settlement'.
