The meaning is clear, I just need a proper English translation of ikke er egnet til in the context.

I have met this several times and thought it an odd formulation.

I have used something like
is not likely to influence the decision about consent

... but I am not entirely happy with it.
(Apparently my clients could not suggest anything better, because there were no complaints.)

disagree  Christopher Schröder: I have to disagree with "adequate", it's entirely the wrong sense /// "Adequate" signals that the payments are specifically intended to sway the subject, which is not at all what is meant. Your other suggestions are OK.
