Danish term or phrase: gæsteret
We're in the Danish West Indies in the late eighteenth century. ODS has this explanation:

"2) (jur.) en særlig domstol, ved hvilken en fremmed kunde faa sin sag afgjort hurtigst muligt (bortfaldet ved retsreformens ikrafttræden1/101919). (Kalk. V.397). Baden.​JurO.I.204. han (blev) frifunden baade ved Gæsteretten og ved Høiesteret. Davids.​KK.64. I København behandles (gæsteretssager) ved en særlig Ret, Gæsteretten, udenfor København ved de almindelige Underretter."

I've found a scant few uses of "Visitor's Court" for this, which is a term foreign (sorry, couldn't resist) to these legally-trained eyes.

Explanation:
' I'm not interested in alternative meanings having to do with a right to be somewhere' - care to be taken, even by someone with a legally trained eye. Absolute liability in UK criminal law means an automatic offence/offense for just being somewhere, no matter if deported or extradited against the offender's will.

I'd already looked up http://ordnet.dk/ods/ordbog?query=gæsteret and came to my conclusion on the back of your obscure and unhelpful abbreviation or acronym of ODS. püerhaps you could have spelled it out instead of leaving us to guess what it means.
