I've included the suspense account as well due to lack of further context from the asker, and it is often found in Eur-lex sources (http://www.linguee.nl/nederlands-engels/search?source=auto&q... though it seems to be used more in the case of doubtful amounts or amounts undecided as to their use as yet, though one explanation (below) is very close to that of the transitory account.
