Text is describing the synthesis of chloorsulfonzuur (variously translated as chlorosulph(f)onic / chlorosulph(f)uric acid.

Het verdund H2SO4 76% uit het ontgassingsysteem wordt, na het uitblazen van de laatste sporen HCl (< 10 ppm), als grondstof gebruikt in de Accu -afdeling. In Contact A verbruikt men dit zuur als "verdunning" bij de H2SO4-fabricatie bij de absorptie en productieafwerkingsfase.

Not explained what Contact A is, but presumably part of the plant.

Can't find any genuine support for production finishing stage/phase. Final production perhaps?
